Position Description:

In this role, the Project Leader will manage the contract and project team and serve as the primary point of contact directly with the agency’s Contracting Officer Representative (COR). The Project Leader will work independently as well as collaboratively with the project team, project subcontractors, and agency personnel. The Project Leader will be responsible for ensuring all tasks and deliverables are completed as required in the Statement of Work (SOW). The Project Leader will represent IntegrityM as the agency’s prime contractor and be responsible for overseeing all subcontractor activities and deliverables. This role will report to the Vice President, Audit and Grants.

Job Description:

  • Maintain strict confidentiality and security of all confidential and/or business sensitive information obtained or accessed in the course of business and/or contractual duties.
  • Complies with all IntegrityM and/or client privacy and security protocols governing confidential and/or business sensitive information.
  • Ensure compliance with all applicable privacy and security training requirements (both IntegrityM and external/client based) annually or from time to time. Please note: Certain job levels (Leader, Manager, Director and above) may require additional “role-based” training to ensure compliance with applicable privacy and security requirements.
  • Under the direction of the Vice President, Audit and Grant Programs, you will plan and organize new work, collaborate with managers to identify resource requirements, and monitor, update and maintain assigned areas of IntegrityM projects. This includes:

o Organize and facilitate project planning, reviews, product release planning discussions and other project related meetings.

o Define and maintain all implementation processes, manage the implementation lifecycle and coordinate documentation as required, including documenting meeting notes and presentations.

o Maintain timelines and target dates (e.g. Microsoft Project).

o Delegates work assignments, sets expectations, monitors delegated activities and provides recognition for results.

o Establish clear ownership of project tasks and ensure team members have the appropriate resources to achieve project objectives.

o Provide timely feedback to team members and management.

o Review deliverables such as meeting minutes, task orders project plans, and other related materials for 508 compliance.

o Escalate technical issues to appropriate departments such as IT or administration as needed.

o Proactively communicate project status, issues and risks to management.

o Coordinate and facilitate the achievement of project objectives.

o Track progress and review project tasks to meet productivity, quality, internal/external goals.

o Conduct regular status meetings with customers and team members to ensure ongoing consideration and completion of customer needs and requirements.

o Assist with various administrative tasks required for day-to-day project support, including but not limited to:

– Format documents, spreadsheets and presentations.

– Create tables, graphs, and workflow/hierarchical diagrams.

– Document meeting minutes highlighting important updates and status changes.

– Assist with preparing logistics for various meetings and company events.

– Copy, scan, and file documents, presentations, HR documents, and other miscellaneous items.

– Track team progress using project management methods and software.

-Reviews documents/data for quality assurance.

  • Performs ad-hoc tasks/duties as assigned.
  • Exercise appropriate discretion and independent judgment with respect to company policies and practices in an effective, consistent and professional manner.
  • Adhere to applicable policies and procedures that ensure quality, compliance and security efforts to protect the confidentiality, integrity and availability of sensitive data and information.

Supervisory Responsibility:

  • Grants analyst and systems analyst.

Requirements

Minimum Qualifications:

  • Degree in accounting, business, or financial management
  • Experience managing a federal grant accounting function.
  • 7+ years of experience in grant administration audits, analysis and oversight of Administration for Children and Families (ACF) Title IV-E assistance programs (e.g., foster care, adoption/guardianship assistance, kinship navigator, prevention services, etc.).
  • Skilled in understanding complex grant requirements and regulations (2 CFR 200 guidance and Title IV-E regulations and reporting), including financial analysis of funding applications, cost allocation methods, eligibility screening, deadlines, CB 496 quarterly reporting requirements, training, and technical assistance.
  • Analytical experience in secondary cost reviews of Public Assistance Cost Allocation Programs (PACAP) and Cost Allocation Methodologies (CAM).
  • Experience using recipient grant data to analyze, monitor and identify recipient risk factors and provide recommended actions for mitigation.
  • Developing grant program documentation, including work plans, procedures, and training materials to support program safeguards and improvements.
  • Excellent written and verbal communication skills.
  • Excellent quality assurance and technical review skills.
  • Excellent attention to detail and organizational skills
  • Ability to multitask and manage multiple assignments
  • Proficient in MS Word, Excel and PowerPoint
  • Ability to obtain U.S. government security clearance (e.g. Public Trust)

Additional requirements:

  • You will be required to pass a post-employment background check.
  • Ability to obtain security clearance if required by client/contract.

Desired Qualifications:

  • Experience as a management consultant to federal government clients (e.g., HHS).
  • Related certifications such as Management Concepts Grants Management Certificate, National Grants Management Association Certified Grants Management Specialist, Certified Public Accountant, Certified Government Financial Manager
