Job Description

 The Office of Grants is developing an HHS‐wide business process reengineering (BPR) strategy to sustain closeout over the long term. The recommendations require system enhancements, to include additional data elements and near real‐time, online interfaces among the grant, finance, and payment systems. In order to support the initiative, OFSPO requires the modernization of the Grants interface between eRA, Grant Solutions, and PMS. The Grant Solution in UFMS must be modernized to implement the web services. 

  • Support the modernization of the Grants interface between eRA, Grant Solutions, and Payment Management System (PMS). 
  • Perform root cause analysis to identify the Systematic issues that cause the difference between Grants systems (GS/ eRA), UFMS and PMS. These system issues resolution should be included as part of requirements in the subsequent phases for implementation. 
  • Modernize integration between eRA and Grant solutions to UFMS and UFMS to PMS. Real-time upstream and downstream interface to post transactions and the distribution of charged amounts enabling real-time reporting of Funds Obligated, Funds Dispersed, and Remaining Balances. 
  • Implement the Oracle Financials Accounting Hub (FAH) to centralize the definition and maintenance of accounting rules which efficiently create detailed, auditable, reconcilable accounting for all the grants financial transactions from eRA, GrantSolutions, and PMS, as required by the Federal Financial Management Improvement Act of 1996 (FFMIA). 
  • Retrofit up to 10 reports/ CEMLI that are impacted. 

Qualifications

  • Experience in managing enterprise-wide, complex, mission critical federal financial systems; and knowledge and experience with technologies and tools such as: 
  1. Oracle Federal Financials Release: 12.2.9 
  2. Oracle SOA Suite 
  3. Jdeveloper 
  4. Oracle Financials Accounting Hub 
  • Experience with change management including governance, business process changes, stakeholder management, training, and communications in a complex federated organization. 
  • Functional knowledge, including knowledge of federal financial requirements relevant to financial accounting and reporting. Understanding and familiarity with relevant policies (e.g., Treasury, GAO, HHS, NIST, FISMA, FMFIA, A-123). 
  • UFMS experience and/or experience with NBS or HIGLAS are preferred 
  • IMPAC II/eRA system experience nice to have
