Our team provides the full spectrum of general contracting, construction management, infrastructure, disaster response, health, and humanitarian services throughout North America and beyond. We serve all levels and sectors of government and private industry in various markets. The Proposal Manager is responsible for leading and managing the development of division-level proposals for local, state, and federal pursuits. As the Proposal Manager, you’ll work on multiple assignments in close coordination with division leads, project managers, subject matter experts, and proposal team members to develop high-quality, winning proposals. This position will require you to be highly organized, detail-oriented, and collaborative, with a focus on strategic storytelling. Essential Duties and Responsibilities Manage all aspects of proposal development, including pre-proposal planning activities, opportunity searches, kick-off meetings, value proposition, theme development, action/issue tracking, proposal structure development, compliance oversight, and review team coordination. Provide day-to-day guidance to the proposal team from inception to completion, including the execution of processes, content, adherence to requirements and format, and managing the proposal team’s activities to create a winning submission. Analyze and interpret technical requirements of local, state, and federal solicitations (e.g., RFPs, RFQs, RFIs) and contribute feedback for Bid/No-Bid decisions. Oversee calendar and coordination of proposal schedule and activities (kick-off meetings, data calls, color team reviews, SME interviews, content development, quality reviews, production, etc.). Facilitate semi-weekly stand-up meetings to discuss status, schedule, and action items. Collaborate with operational and technical leads, project managers, and SMEs to develop and articulate technical, management, staffing, and costing solutions. In collaboration with other team members, draft technical and non-technical portions of the proposal to deliver high-quality, winning proposal deliverables. Ensure win strategies and themes, technical solutions, discriminators, and a clear understanding of the requirements are well-articulated and consistent throughout the final proposal documents. Maintain comprehensive knowledge of past successful proposal activity and use existing repositories to identify existing content relevant to current proposal efforts. Maintain tight, proactive communication with proposal and business unit teams to ensure all necessary resources and activities are available to achieve a successful proposal submission. Collaborate with the marketing team to utilize brand templates and standards for proposal look and feel, writing style, layout, and graphics to streamline the proposal process. Oversee client interview preparation and development of oral presentation collateral. Perform closeout activities, including lessons learned, and facilitate the debriefing process. Ensure all bid/proposal details are accurately entered into SharePoint and/or content databases and opportunity is managed to completion. Continuously refine and improve proposal strategies; establish and track KPIs to measure success. Perform other responsibilities associated with this position as required. Position Requirements Bachelor’s degree in marketing, communications, business, or a related field. 7 years of managing proposals with a successful track record of developing high-quality, high-scoring proposals resulting in government contract awards. Experience in managing the entire proposal life cycle, from pre-RFP to post-submission. Proficiency in Microsoft Office applications (Outlook, Word, Excel, PowerPoint). Experience managing Microsoft SharePoint sites. Ability to inspire outstanding work from team members in the development of proposals. Strong facilitation, leadership, and communication skills. Managing, organizing, and prioritizing multiple project deadlines. APMP or PMP certification desired. Physical Demands: Use of manual dexterity, tactile, visual, and audio acuity. Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands. Occasional lifting (up to 15 pounds), bending, pulling, and carrying.
